And by far the most intense moment this season was the conclusion/closing. As Frank refuses to meet ICO’s demands, Miller’s throat is sliten as the cabinet watches. While others look away, Frank and Claire stare at the screen, knowing it to be a part of the macro plan to draw away attention from the Herald’s story on Frank. As the camera zooms in both of them break the Fourth Wall and declare “We don’t submit to terror, We make the terror”. This is easily the most intense moment in the whole season and sets us up for the next season perfectly.
