He completely disregarded the pain of others for the sake of his experiments under Cersei’s rule. He was loyal to a fault and made a lot of people suffer just for his satisfaction.

The Mad King is one of the most sadistic characters in this entire series, and the book readers know exactly what we’re talking about. He married his sister, and he used to torture her for gratification. He was also a pyromaniac, and he enjoyed watching people burn. He tarnished the name of the glorious Targaryen house with his psychopathic tendencies.
