After the death of Commissioner Essen in the deadly shoot-out orchestrated by the group called “The Maniacs” assembled by Theo Galavant to terrorize Gotham. A new leader Captain Barnes is sent to take the charge of GCPD in the aftermath of the tragedy. He is committed to rebuild the Gotham police force and prevent state of lawlessness which is ripping the city apart.

To meet his objectives, Captain Barnes recruits young cadets from Gotham police academy who are the brightest and finest of the whole batch, create an elite unit called as “Strike Force” under the command and supervision of Detective Gordon. The idea is to have a group of well trained young cops who are not corrupt or morally compromised themselves, but filled with hope and idealism to take on the organized crime in the city.

Theo Galavan realized that he would’nt be able to execute his nefarious designs, if he does’nt own Penguin. He invited him to discuss his ideas about creating modern infrastructure in Gotham and asked him to be his “Destroyer”, but Penguin refused his offer, he showed him a video where his mother is held hostage and threatened to hurt her if he does’nt kill the other mayoral candidates in the race.

Theo Galavan meets Bruce and expressed his shock at the shoddy investigation of GCPD and Wayne Enterprises into his parents’ murder case. Meanwhile, Bruce is attracted to a girl who is in relation to Theo and in the same school as him. Something is fishy here….
